The V Chip ?The V-Chip' America's Answer to Desensitizing On February 8, 1996, President Clinton1 signed into law the Telecommunications Act of 19962, which will dramatically alter the telecommunications industry over the next several years. One of the most controversial sections of the bill was Section 551, titled Parental Choice in Television Programming, which calls for manufacturers to include a V-chip in every new TV set 13 inches or larger. The V-chip is a device that will enable viewers to program their televisions to block out content with a common rating. Proponents of the system say that it will enable parents to protect their children from viewing violent and explicit material. Opponents say it violates the First Amendment rights of the broadcasters, and enforces government censorship on the television industry. The provision gives broadcasters, cable operators, and other video distributors one year to develop a voluntary rating system for programming that contains sexual, violent, o r other indecent material. If the industry fails to agree on a rating system within that time, the FCC is to develop a rating system based on an advisory board's recommendations.16 The Television Decoder Circuitry Act of 19903 required all new televisions sold in the United States to contain a chip to decode closed-captioning4 signals. The basic technology needed to implement the V-chip is the same as that currently used for closed-captioning. Program rating information would be transmitted along with the television signal, and be decoded by a chip in each television. The chip would then compare the rating codes to values preset by the viewer. If the rating codes are higher than the preset values, the television signal would be blocked, and a blank screen would be displayed. Closed-captioning data is transmitted on line 21 of the vertical blanking interval, or VBI5. The VBI consists of 24 lines of a regular picture scan in which the beam is turned off to return to the top of the scr een before painting the next frame. These 24 lines represent dead air time, in which no image information is sent.5 Each line of the VBI is capable of transmitting 256 bits (32 bytes) of data. Since the VBI appears once per frame, or 30 times per second, this means that each line of the VBI is capable of sustaining a bit rate of 7680 bits per second.5 The tentative plan for implementing the V-chip is to add the program rating information to line 21 of the VBI, along with the closed-captioning information. The difficulty is that line 21 is also being used for newer extended data services (XDS) that will be capable of providing such things as scheduling information and station call letters to the viewers. Fitting all three of these data signals into the 7.68 kbps of line 21 is one of the primary difficulties in designing the V-chip implementation.12 The magnitude of the problem will be determined by the complexity of the rating system chosen by the broadcasters. If a relatively simple rating scheme is used, small modifications could be made to the existing closed-captioning decoders to receive the rating data and block the programs. This would require no change in the architecture of the televisions, and would be almost free of cost to install. Electronic Industries Association6 (EIA) engineer, Tom Mock, says that the existing closed-captioning chips have enough memory to support a system of up to three content categories, such as sex, violence, and mature content, with four levels of blocking each.12 If the broadcasting industry selects a system of more complexity, it would be far more difficult to implement. Each television would require additional circuitry to handle the decoding of the ratings. This would mean that television designers would have to alter the internal layouts of the television components, adding up to $40 to the cost of the television, depending on the manufacturer and model of television.12 Similarly, line 21 of the VBI may not have enough available bandwidth to transmit the desired programming codes if they are too complex. This would cause a more drastic departure from the closed-captioning technology. Another line of the VBI would have to be used which could complicate things tremendously. Technology is relied on more and more, children today use digital communication instead of improving their writing skills. They don’t know how to write cursive, do proper grammar, and correct their spelling. People that want or feel like their cell phone or laptop is everything to them in other words its and addiction. It makes you lose track of what you’re supposed to do for instance you’re doing your homework but you keep checking your phone or laptop knowing you have to focus. According to 500 American student 73 percent said â€Å"they wouldn’t be able to study without technology†. And 38 percent couldn’t study without checking their phone or laptop. On the other hand technology has a negative effect on behavior, lazy both physically and mentally. Physically when you’re too lazy to move because you’re so use to some type of technological equipment. And mentally because your brain become too lazy to think and less able to do critical thinking. . Automobiles make it less effort for people to move however, car accidents are responsible for more death than non-health related issue. Obesity and Physical Fitness is also a result children are overweight by 10percent because of their lack of exercise and spending countless of hours in front of the computer, or television. Instead of going out to ride a bike or play out door games. For example, I’m one of those people that depends on technology and I felled P.E. my first semester in high school because I rather txt, talk on the phone or be on Facebook. Instead of doing what I was supposed to do in a result II failed P.E. but was giving an opportunities to take an online P.E. class and take this from me if you don’t want to sit at a computer all day of the week then I would suggest do our physical  activities. \ Economic also have several different negative effects. It cost financial drain focusing small businesses to close because of machine technology are taking over. Not only can it put small businesses out of business it can also put big businesses because people look a technology as in it doesn’t take strike, you don’t have to pay them, and you don’t have to worry about a machine going on break. Its sound good but what happens if the machine break down you can’t fix it because the lack of education due to the fact you’d rather invest in technology instead of learning about the risks. The risk of it putting you and or your employees out of a job. Plus it cost those practice for the tec hnology to be even used which the money is being waste instead of being put toward something more effective. With that in mind, let’s say all technology stops and your so depended on technology that you don’t know what to do. From a simple tasked such as writing a paper without typing to knowing a problem right off the top of your head with looking it up. Or let’s say you’re a game freak what happen if all video games and television was gone what would you do with yourself? Go out and become crazy having mental problem, go out and do crime to relive your game or go on with your life. For example my sister dropped her phone and it broke she was said crying like a child but she 22 she thought her whole world end. I looked at her in disbelief thinking to myself is she really doing this over a phone but people today grown attracts to their technology they would freak out if it wasn’t around and that’s a bad thing to see. Generally speaking being too dependent on technology has it negative effects dealing with our education, behavior, and economy. It keeps you from focusing, makes you lazy, and putting people out of jobs. So, remember when depending on technology it will give you ne gative effects toward your writing and grammar, your physical and mental body, and small businesses. The Writing Style of A Farewell to Arms Hemingway became a newspaper writer in Kansas City as a young man and, in 1918, he joined the Red Cross to become an ambulance driver just like the character, Frederick Henry. This partially autobiographical novel is a combination of Hemingway's personal experiences in war and writing. Hemingway's life gave him the refinement that he needed for the inspirational language of the novel. He inspires us with his journalistic directness, sensory detail and his different writing styles that reflect the moods of the characters. Critics usually describe Hemingway's style as simple, spare, and journalistic. These are all good words; they all apply. Perhaps because of his training as a newspaperman, Hemingway is a master of the declarative, subject-verb-object sentence. His writing has been likened to a boxer's punches--combinations of lefts and rights coming at us without pause. Take the following passage: "We were all cooked. The thing was not to recognize it. The last country to realize they were cooked would win the war. We had another drink. Was I on somebody's staff? No. He was. It was all balls" (Hemingway PAGE #). The style gains power because it is so full of sensory detail. There was an inn in the trees at the Bains de l'Allaiz where the woodcutters stopped to drink, and we sat inside warmed by the stove and drank hot red wine with spices and lemon in it. They called it gluhwein and it was a good thing to warm you and to celebrate with. The inn was dark and smoky inside and afterward when you went out the cold air came sharply into your lungs and numbed the edge of your nose as you inhaled (Hemingway PAGE #). The simplicity and the sensory richness flow directly from Hemingway's and his characters'--beliefs. The punchy, vivid language has the immediacy of a news bulletin: these are facts, Hemingway is telling us, and they can't be ignored. And just as Frederic Henry comes to distrust abstractions like "patriotism," so does Hemingway distrust them. Instead he seeks the concrete, the tangible: "hot red wine with spices, cold air that numbs your nose." A simple "good" becomes higher praise than another writer's string of decorative adjectives. Self-destruction of the Mind Many children grow up in dysfunctional families and in order to know what a dysfunctional family is, we have to understand how it operates. No family is perfect and disagreements, bickering and yelling are normal. But the word we are looking for here is â€Å"balance†. This is exactly what dysfunctional families’ lack, whether parents are controlling, deficient, alcoholic or abusive, they have an adverse, long term effect on the children even long after they have grown up and left home. Many of these adults from dysfunctional families often feel inadequate and incomplete.They have difficulty with intimate relationships and often develop compulsive behaviors and addictions, being self-destructive in their own mind. Let us consider a family that is too controlling, where parents are over dominating and do not allow their children simple fun and deny them of their independence. These parents continue to make decisions and control their children even at an age where it is unnecessary. So growing up and learning to be independent can be difficult, a feeling of anger and resentment may present itself.Transition into adulthood poses some struggle to these adults who often feel unsure of themselves and guilty because they feel as though they are disobeying their parents by making their own decisions. Let us take a look at the other extreme where parents are deficient in their roles and are not present in the rearing of their children. These parents leave their children to often fend for themselves which forces them to grow up too fast. Taking on adult responsibilities to make up for the parental inadequacy, these kids ignore their feelings and often grow up not knowing how to show emotion.They find it difficult to form and maintain intimate relationships, they fear getting close to others for fear of abandonment. They often develop a sense of helplessness and blame themselves for the absence of their parents. Whether there is too much parental discipline or a lack of guidance, children growing up without this balance often fear badly. And when alcohol, drug abuse and abusive behavior on the parents part is thrown in, this can be very damaging to these children all through their life. This kind of environment strikes terror in these children, they feel afraid to make mistakes and often live on the edge of fear.Abused children feel anger, frustration and are usually insecure. They do not feel comfortable at home and never voice their opinions. They do not trust easily and find it hard to maintain relationships. Adults grown up from alcoholic and abusive families develop all these negative character traits and often never grow out of them. Children of alcoholics and drug abusers are at much higher risk for developing substance abuse than are children in healthy families. Therefore, unfortunately many of these adults create their own pattern of compulsive behavior and addictions.The effects of dysfunctional families are long term and most times these children are robbed of their childhood. Whether families are over functioning by not allowing children breathing room to think for themselves or under functioning by neglecting the needs of their kids, these families are inconsistent and lack the proper balance of discipline and freedom. As a result these children grow up with trouble maintaining positive self-esteem, they often blame themselves for the dysfunctions in the family and this feeling of helplessness and unworthiness carries on throughout their adulthood.They struggle with trust and intimate relationships and sadly some fall into the pit of alcoholism and drug abuse. These children are victims and these negative self-images they have of themselves causes them to become self-destructive in their own mind.
